Program Description

As part of the U.S. Mission to Uganda's assistance effort in Uganda, USAID's Office of Transition Initiatives (OTI) launched a program in June 2008 to assist with the transition to recovery and development in northern Uganda. The improved security situation in areas that suffered during a decades-long conflict is providing hundreds of thousands of internally displaced people with a chance to return to their homes and communities. The progress has led to a new focus by both the Government of Uganda and the international community on providing a path to post-conflict development. The transition window continues to be open and the movement to peace and recovery is ongoing.

Program Activities

OTI's overall goal is to support the voluntary return of displaced citizens in northern Uganda and to assist in peace, recovery, and development in the region. To assist these efforts, OTI focuses on the following objectives: (1) to increase access to information on peace, recovery, and development issues in northern Uganda through support to the media and strategic communication activities; (2) to increase the visibility of, and confidence in, all levels of government through the delivery of targeted,
strategic interventions; and (3) to provide support to truth and reconciliation
processes.

In this light, OTI partners primarily with government departments and offices to support small-scale renovations of schools, health centers, government office buildings, and other infrastructure that enables the local government to provide basic social services to the population and support economic growth and recovery. These renovations are further intended to send a clear message that peace has returned to the region and the government is at the helm of the reconstruction process. Utilizing radio broadcasts and other creative forms of communication and outreach, OTI is helping to inform residents about important activities of the post-conflict transition so they can make informed decisions about their lives.

Lastly, realizing that the effects of conflict can hinder peaceful resettlement and reconciliation, OTI supports community-level reconciliation interventions, often with involvement and guidance from traditional, cultural, and religious leaders. Activities that celebrate and involve traditional culture reinforce dignity and respect in areas where violent events took place and help to bring communities closer together.
